On 27 October 2016, the Ministry of the Environment finalized its draft Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress to the Cartagena Protocol on Biosafety and has issued a wide call for opinions. This supplementary protocol stipulates who will bear liability, how the environment will be restored, how affected people will find redress and so on in cases where damage has occurred to biodiversity, including impacts on human health, when GMOs, etc. are transported across international boundaries. Deliberations are currently ongoing to ensure consistency with domestic law in order to ratify the protocol. The content of the draft, however, prioritizes consistency with the current legal code and minimizes obstacles to corporate activity. (Previous related article in BJ November 2012
