enquire は、inquire のこと。
“whether Ａ or not”は、「Ａであるか、Ａでないか」、これは〔間接疑問〕で良く使われる表現。
「それは、自然な返答だ、カルミデス。そして、君と私は一緒に、君が私が訊ねていることについての、この性質を持っているのか、それとも持っていないのか、突き止めるべきだと、私は思う」

compel は以前、第27回にも出てきた。“compel＋Ｏ＋to不定詞”で「Ｏに無理やりto不定詞させる」。この文では、〔受動態〕となっている。「Ｓが無理やりto不定詞させられる」。
what は先行詞を含む〔関係代名詞〕。言わずもがな。
what you do not like の後ろには、to say が〔省略〕。
neither shall I be... は、〔否定語〕の neither が前に来たための〔倒置〕。〔疑問文〕ではない。
「そして、それから、君は言いたくないことを無理に言わなくてもよくなるだろう。また、私も医術の軽率な実験者にならないだろう」
therefore, if you please, I will share the enquiry with you, but I will not press you if you would rather not.
please は〔自動詞〕で「気に入る」。
“share Ｏ with Ａ”は、「ＯをＡと共有する」「ＯをＡと分け合う」。
“would rather...”は、「むしろ……したい」「……するほうがよい」。“would rather not”は、「……したくない」。
「それゆえ、もし君がよければ、私は君とその調査を分け合うだろう。しかし、もし君がやりたくなければ、私は君に押し付けたりしないだろう」
There is nothing which I should like better, he said; and as far as I am concerned you may proceed in the way which you think best.
should like は、would like と同じ。want の控えめな表現。主語が I なので、should なのであろう。like の比較は、well-better-best が伝統的なので、「もっとしたい（こと）」。
he said は無視。
“as far as I am concerned”は、「私に関する限り」「私に関しては」。第24回では“as far as...”全般を紹介。
解釈には関係ないことだが、in the way の後ろの〔関係詞〕が、how ではなく which になっていることに注目したい。
この the way が、you think best の〔節〕の中で、〔副詞〕としてではなく、〔名詞〕として使われているからだ。４択で出題されてもできるといいが、この文そのままでは分かりにくい。もっと明らかな例が出されると考える。

（×）you think in the way best[you think best in the way]
