It is necessary to establish a new economic platform structure in order that many traditional old private houses left in the various parts of Japan can be preserved, maintained and succeeded to next generations.

Many traditional old private houses built after the Edo era still remain in the various parts of Japan much. However, those traditional old private houses which are the valuable historic cultural heritage in local areas have now turned out to be so-called “endangered spices” as they have lost their masters and invited a crisis of the continuation as an unoccupied house, as a result that the population outflows from local districts to urban cities during the period of the high growth of Japanese economy, the decline of the regional economy to last for a long term and low birthrate and aging society have accelerated the situation.

Even like such a successful case as Tondabayashi Jinaimachi where many people have been seriously involved in social activities to make the traditional townscape preserved and redevelop the local community and economy, considering old private house as regional sightseeing resources, but the situation is still not good enough at the viewpoint of sustainability.

To make a new structure or a project is necessary, which balances the succession of the private property between generations and the promotion of using the historic cultural heritage as local resources and public goods so that preservation, maintenance and management of old traditional private houses from a long-term viewpoint. The sustainable business model is desired as is economically independent as much as possible from the public funds and assistances while the public financial crisis worsens.

In case the number of foreign visitors to Japan should increase rapidly to 40 million as the Japanese government has newly advocated the target in 2020 when the Olympics Game will be held, it is anticipated that the capacity of the accommodations such as hotels and inns may overflow and unoccupied houses of privately-owned may be used as accommodations for foreign tourists as a recent topic prevails. More foreign visitors would like to enjoy experiences of staying up at those traditional Japanese houses in various local areas for a few weeks and interchanging with local residents by participating in events such as local festival, meal and crafts (folk crafts) . The lifestyle to enjoy a long vacation by staying in one place with a family is quite common among the European and American travelers, and if the proposed new structure can be fixed, it will also meet the potential demand of foreign travelers visiting Japan.

In order to establish the new scheme, firstly the principal of the whole project or business platform should be determined and then it is necessary to share each function and role such as undertaking an owners of old house premises, manager of facility maintenance, service providers who utilize the old private houses as a business, project finance providers and public support, depending on business.

In case such accommodations business is planned, legal deregulations (designated as a special economic zone) by the government and the local government is required with connection of the hotel business Laws and the fire prevention Acts. In addition, the feasibility study of the economy model is necessary whether even if the business principal is a nonprofit organization, the business model overall is workable or not depending on revenue foreign tourists pay for. As the economic ripple effect is expected to foodservice industry such as restaurants or catering services, linen supply industry and souvenir product shops in the whole local area, it will meet local area redevelopment plan that the government raises.

At first, a new principal of business venture undertaking the asset trust and operation of traditional old private houses has to be established. The business environment that cloud funding scheme can be really utilized is ready and I would like to challenge the goal of making of business platform to be supported, invested and contributed by many people.
