I'm glad to intorduce an old town, Jinaimachi, Tondabayashi, Osaka, Japan as a national historic district and heritage site.

It takes 30 minutes from Osaka city to Tondabayashi station by Kintetsu railways. A 10-minutes walk will take you to the historic town.

The Kansai Town Planning Committee of the Japan Urban Planning Society Kansai Branch、a Public Interest Incorporated Association, reviews and selects 2017 "Kansai Town Planning and Development Award".  Jinaimachi historic district in Tondabayashi, Osaka prefecture was honored to be awarded by the achievement of efforts to inherit the regional resources of Jinaimachi historic district by various entities. The award ceremony was held in Osaka City on Saturday, April 7, 2018.

In the year of the memorable milestone of the "Kansai Town Planning & Development Award" that celebrated the 20th time in FY 2017, the accumulated efforts by various diverse entities of Jinaimachi historic district in Tondabayashi was evaluated and selected by experts in urban planning.

In the award ceremony, Mr. Kohei Sato, representative of LLP Machikatsu, received the commendation letter, and Mr. Koji Hashikawa, representative of the Association for preservation and development of Tondabayashi Jinaimachi historic district, received the memorial shield.

Professor Hideo Yoshikane of Kyoto University of Foreign Studies who has been involved for many years in town planning & development in Tondabayashi Jinaimachi historic district as President of Tondabayashi Food and Tourism Development Promotion Council, presented the presentation, and Mr. Kohei Sato,reprensetative of LLP Machikatsu, joined as a panel the panel discussion of the mini-symposium which was followed by the award ceremony.

Also, in preparing application form for "Kansai Town Development Award", Mr. Osamu Hahakura worked hard, who has been involved in the planning and management of town development for many years, belonging to Impregion Co., Ltd. Osaka, Japan and a visiting researcher of Osaka Prefecture University Tourism Industry Research Institute.

Mr. Osamu Hahakura worked hard, who has been involved in the planning and management of town development for many years, belonging to Impregion Co., Ltd. Osaka, Japan and a visiting researcher of Osaka Prefecture University Tourism Industry Research Institute.  He was devoted to this honorable award and has contributed valuable suggestions on the following issues.

① What are the tourist attractions of Tondabayashi Jinaimachi historic district?

In Tondabayashi Jinaimachi historic district, over near 460 years history, the original town planning remains spreading out 400 m square in the present, and the old buildings of Edo, Meiji, Taisho and Showa periods have been left as they were there, about 500 households are living now.

The local municipality and township community may cooperate to maintain and develop the historic district which has been solely designated in Osaka prefecture as one of the preservation areas of National important traditional building assets in Japan, even though where aging society has progressed and number of vacant houses increased. 

 In addition to activities such as preservation and maintenance by the Association of Tondabayashi Jinaimachi historic district preservation and town development, various community making organizations actively use the interior space of Machiya , or traditional houses, as a resource of exchanges and they are working on the community making to create a new life culture while paying attention to the protection of resource value.

I would like to describe the characteristic of the charm of Jinaimachi historic district as follows.

The landscape of Jinaimachi historic district has traditionally become a material of photographs and sketches, and although many visitors with cameras and canvases come, these people use road space and the façade of the townhouse as materials of images and pictures and they only stay with it.  

〇 In addition to this, the streets and crossings called Atemage-no-Tsuji about 460 years ago are used as an interchange space by the walking sightseeing where Kimono-dressed  visitors and guided group tours organized by Jinaimachi volunteer guide association.  

〇 By the efforts of LLP Machikatsu that connects vacant houses and vacant space owners and those individuals and businesses who have a willingness to open shops and workshops in empty houses and empty spaces, being attracted by the appearance of Japanese traditional taste in Jinaimachi historic district and its indoor space, they are advancing the utilization of vacant houses and spaces, which leads visitors to the indoor space of the town house and are creating the expansion of the staying time in a town.  

○ This will appeal to the inside of the town house from the traditional visitor behavior which mainly involves walking along the street of the Jinaimachi historic district, create affinity from the shop owner's conversation, arouse the intra-regional consumption. It is linked to creating a business continuing environment in favor of the shop owners.  

I believe that such things lead to the tourist attractions of the present Jinaimachi historic district.

② How should information be disseminated to increase foreign inbound visitors?

Tondabayashi Jinaimachi historic district is located in less than 30 minutes from "Abeno Harukasu" which is crowded with foreign inbound visitors by using Kintetsu Minami Osaka Line · Nagano Line and Nankai Koya Line (via Kawachinagano Line).  

According to a survey on the number of visits by foreign tourists visiting Japan in 2017 and consumption trend survey summarized by the Tourism Agency, the number of "repeaters" that visited more than two times was 61.6%, 17.61 million. The number of repeaters has increased year by year and increased by more than 3 million people in 2017 compared with the previous year. By countries/regions, the ratio of most frequent repeaters is from South Korea (30%) , followed by Taiwan (25%), China (18%), Hong Kong (13%), and 86% of repeaters in these four countries / regions are occupying. Many of these use Kansai International Airport. Looking at how to spend time in Japan by repeater visiting Japan, there is a tendency that the local visit rate of repeaters tends to increase in Korea, Taiwan, Hong Kong, while China has no big change in the visit rate itself, but the area tends to expands as the number of visits to Japan increases.  

Meanwhile, looking at "Consumer Trends of Foreigners Visiting Japan to the October-December in 2016 " surveyed by the Tourism Agency as to what kind of information source when foreign visitors to Japan accessed, "Personal blog" (29.4%) was the most frequented, followed by "Travel Guide Book" (17.7%), "Domestic Relations / Families" (17.5%), Travel company homepage "(16.8%)," The Japan Tourism Bureau homepage "(16.7%) and so on. In addition, the information source that they believe was most useful during the stay in Japan was "smartphone" (66.2%) that can use GPS information maps, online sightseeing information, business hours checking etc.

Tondabayashi Jinaimachi historic district accurately grasps the tailwind of the inbound market with its good location conditions, touches the living culture of Japan and makes the regional charm that can be enjoyable to effectively use the "blog of individuals" It is necessary to prepare the environment to provide an ant's eyes information with "the Internet (smartphone)" to visitors.

③What should be done now for the future community development in Tondabayashi Jinaimachi historic district?

The "Kansai Town Planning & Development Award" is awarded by the Kansai branch of the Japan Urban Planning Society to those who have involved in town planning and development activities in Jinaimachi historic district this time, such as based on the resource conservation and conservation activities that the Jinaimachi historic district conservation & development association worked steadily, the volunteer guide association and Jinaimachi Trust have created the organization of exchange, LLP Machikatsu created a platform to utilize vacant townhouses for shop spaces through LLP Machikatsu matching activities, creating a conversation from a workshop by shopkeepers that appeals to the interior of the store from exterior looking that agriculture and food and sightseeing promotion council worked on. The efforts to create an environment for business continuity of shop owners by raising affinity and linking to consumption within the region have been highly evaluated.  

For the future, in addition to the continuity of these efforts, we will also utilize the utilization of large-scale machiya (functions such as eating and drinking, providing life-experiencing contents of lodging experience in Jinaimachi historic district, accommodation, multi-purpose exchanges, etc.) while I think it is necessary for land and building owners, residents, shop owners, experts (researchers, business operators, financial institutions, etc.), administrative organizations etc., to organize a research group, deepen the discussion, find out the exits and take actions.

In addition, I think that it is necessary to work on creating a management organization that accepts tourists without damaging the resource value of Jinaimachi historic district and provides high value added services (it corresponds to DMC: Destination Management Company in the tourism field).

National conservation district of valuable traditional buildings


Jinaimachi town, a part of Tondabayashi-cho located in Tonadabayashi city has been chosen as a national conservation district of valuable traditional buildings since 1997, which is only selected in Osaka Prefecture. Among approximately 500 buildings in the town, 181 buildings built during the period from the Edo era to the early Showa era have been identified as traditional buildings.
 

An application for prior approval to the section of cultural properties in board of education of Tondabayashi city is required when any change of current exterior appearances viewed from a street in the conservation district such as enlargement, renovation, repair, redecoration, change of the color, new construction and demolition of any buildings is to be made. After repairing works for the conservation of the exterior appearances, the reconstruction and face-lifting in consideration of landscaping, a white wall, a board fence, and a lattice door of traditional house remain as used to be, and rustic and calm atmosphere has been kept as people still live in those houses.  

The signpost is provided with main traditional residences to explain each origin and history, and those guiding signposts cum street lights have been placed along the streets of stone-pavement.    

In addition, the appearances of newly built buildings are also harmonized with the neighboring historic district in consideration for the traditional townscape in Jinaimachi town.
